During the period of the Scaligeri in Verona, the port defenses of Torri del Benaco were strengthened, creating a fortified harbor and raising the Castle, one of the most important strongholds of the entire Garda.

Subsequently, Torri del Benaco passed into the hands of the Visconti and the Da Carrara, until it became part of the Republic of Venice in 1405. During this period, Torri del Benaco became the seat of the Gardesana from Acqua, a federation of 10 municipalities with the task of suppressing smuggling and sharing fiscal burdens.
