According to Marco Porcio Catone, this territory was founded by the Samnites as a nucleus of fortified buildings in the area of Tora and Presenzano, later identified as the city of Rufrae. In the 3rd century BC, the Roman army conquered these peoples and began the colonization of the Campania territory, including Rufrae. The municipality of Tora and Piccilli contains the remains of some agricultural settlements called "rustic villas". The coat of arms and flag of the municipality were granted by decree of the President of the Italian Republic on October 12, 1987. The flag is a yellow and red cloth.
