Portalbera has an ancient history dating back to Roman times, as evidenced by the presence of Porto Peducoloso in the area, where the Po river narrowed and there was a port that allowed for safer and faster crossing. Even in 218 BC, after the battle of Ticino, Hannibal crossed this port to reach Stradella.

In 944, Portalbera was part of the wide donation of the king of Italy, Hugh of Provence and Lothair II of Italy, to the episcopal seat of Pavia, which at the time also included the cities of Stradella, Rovescala and Cecima. The Pavia bishopric has since obtained local lordship and almost total land ownership over Portalbera until the end of the 18th century. In 1164, the lordship passed under the political dominion of Pavia, until in 1459 Bishop Pietro Grassi gave Portalbera its municipal statutes.

In 1972-1973, it achieved second place in group I of the 2nd Lombard Category, obtaining admission to the 1st Lombard Category. In 1975-1976, it passed the Voghera play-off by beating Stradellina 1-0 and ranked first in group E of the 1st Lombard Category.
