The Province of Biella: a brief introduction

History

The province of Biella has a very interesting history. It was created on February 18, 1622 by Duke Carlo Emanuele I of Savoy, when he decided to divide his possessions east of the Alpine chain into 12 provinces for fiscal reasons. However, the territory administratively managed by the province of Biella at the time was different from the current Biellese. In fact, it also included some municipalities in Canavese and Vercellese, while today many of these are excluded from the province of Biella.

In 1859, the province of Biella was abolished and replaced by a district of Biella included in the province of Novara. In 1968, the province was hit by heavy rains and floods, which caused many deaths, damage to property and roads, and the destruction of many companies.

Moreover, the territory belonged to the province of Vercelli until 1992, when the new province of Biella was established thanks to the decree-law of March 6 of that year for detachment from the province of Vercelli. The first administrative elections of the new province of Biella took place in May 1995.

Proposals for change

In recent years, there have been proposals for change for the province of Biella. In 2012, the Council of Local Autonomies of Piedmont initially approved the aggregation of the province of Biella with those of Novara, Vercelli, and Verbano-Cusio-Ossola to create a large Quadrant Province with Novara as its capital. However, the Piedmont Region proposed a new Biellese-Vercellese arrangement and the government decree approved in 2012 was not converted into law.

Current situation

Unfortunately, the province of Biella declared a state of financial distress in 2013, but efforts have been made to resolve the difficult economic situation.
