The name of Borgoratto Mormorolo derives from two distinct historical settlements: the village, located in the current area of the municipality, and Mormorola, a name that has designated the parish since the 13th century, heir to the ancient Bobbio agricultural estate of ''Memoriola''. The territory of Borgoratto Mormorolo was included in the possessions of the Abbey of San Colombano di Bobbio since the Lombard times.
The oldest locality of the current municipality was Zébedo, mentioned in 1164 in the diploma with which Frederick Barbarossa granted the city of Pavia the dominion over Oltrepò. The name Zébedo indicates a settlement of Gepidi from the Lombard era. Subsequently, the area was subject to the feud of Fortunago. In the 18th century, Borgoratto became a separate municipality from Fortunago and initially took the name of ''Valle di Borgoratto'' and then the definitive one of ''Borgoratto Mormorolo''.
During the Napoleonic period, the territory was annexed to France until 1814 and subsequently passed to the province of Voghera, before becoming part of the province of Pavia in 1859.
